This data set consists of 10-minute-averaged interplanetary proton (34-92 MeV) ane electron (5 - 10 MeV) count rates in eight directional sectors of spaceccraft spin from the High Energy Telescope (HET) instrument in the COSPIN experiment on Ulysses. The proton and electron data are respectively from the H45s and H7s rate channels. Each record includes data fields for start year, day, hour, and minute for date/time, eight sectored rates for protons followed by eight more for electrons, and then ends with two date parameters for fractional year of 1900 (i.e., 1900 is subtracted) and fractional day of year. The fill value "-1" is used to represent mission data. Data records are written in ASCII format.
