The concept of experimental air traffic control satellites was proposed by ESRO in 1970 and initially planned for launch in 1974. The necessary coordination required for international participation had delayed the launch plans considerably, but ESA (formerly ESRO), US, and Canada signed a cooperative agreement in 1975 for a planned launch in 1978 to position a spacecraft over the Atlantic. A second spacecraft to be positioned over the Pacific ocean area was planned for a concurrent launch. A third spacecraft was planned as a backup for AEROSAT-A and -B.
