Policy for Preservation and Dissemination of Data Deposited with NSSDCA

NSSDCA's mission includes the statement that:

The NSSDCA is responsible for the long term archiving and preservation of all space science data.
Inherent with that charge is the responsibility to make the archived and preserved data available to the science community and the general public as appropriate.

Therefore it is the policy of NSSDCA that unless other constraints are explicitly stated in a Memorandum of Understanding (MOU) or equivalent archiving agreement, NSSDCA has been granted the authority by the data submitter to provide long-term preservation for any data deposited with NSSDCA.

Further, it is the policy of NSSDCA that unless other constraints are explicitly stated in the MOU, NSSDCA has also been granted the authority by the data submitter to disseminate any data deposited with NSSDCA to any of its consumers.

Any constraints on the preservation or dissemination of data held by NSSDCA will be recorded in NSSDCA's Master Catalog. It is the intent of NSSDCA that all preservation and dissemination actions will comply with the recorded restrictions.

In all cases, it is the intent of NSSDCA that all its long-term preservation and dissemination actions will comply with all applicable NASA and U.S. government policies, laws, and regulations.

It is NSSDCA policy that data submitters are responsible for identifying and notifying NSSDCA of any restrictions imposed by any applicable NASA or U.S. government policies, laws, and regulations. NSSDCA reserves the right to add additional restrictions required by any applicable NASA or U.S. government policies, laws, and regulations if such restrictions become known to NSSDCA.
