Sputnik Jr. 3 (also known as Sputnik 99) was developed for amateur use by two amateur radio satellite groups in France and Russia (AMSAT-F and AMSAT-R, respectively). The satellite was launched from the Mir space station during a spacewalk which occurred on 16 April 1999. The exact time of deployment is not accurately known but occurred sometime between 04:37 UTC and 10:56 UTC. The satellite had been delivered to Mir by a previous resupply ship (Progress M-41, 1999-015A).
