Sixth launch of a doublet of third generation Navy Ocean Surveillance Satellite vehicles. They will separate from each other within the first 24 hours after launch.

Time was the opening of a 30 minute launch window.

A launch cancellation Aug 1 was for an unspecified problem with "an item of range instrumentation". Repairs/rebuild of the faulty equipment pushed back the date nearly two weeks. Aug 23 - date pushed back to Sep 13 because "Range is not available".

First Atlas V launch with modified helium tanks in the Centaur stage. The change has created room in the aft skirt to accommodate OUTsat (Operationally Unique Technologies Satellite), which carried eight P-POD dispensers containing eleven cubesats. OUTsat released the cubesats about 3 hrs after launch, and following manoeuvres by the Centaur.
