This spacecraft was a continuation of research started with Intercosmos 1 and 4. It was designed for solar study. Data from it were to be correlated with information received from Prognoz 2. Earlier solar-study Intercosmos spacecraft were launched in the fall of the year, but early summer was selected for Intercosmos 7 to improve the chances of matching data with visual solar observations. Intercosmos 7 carried East German and Czechoslovakian as well as Soviet equipment and was part of the Comecon East Europe trading bloc joint space research program.
