The concept of experimental air traffic-control satellites was proposed by ESRO in 1970 and initially planned for 1974 launch. The necessary coordination required for international participation had slipped the launch plans considerably, but ESA (formerly ESRO), US, and Canada signed a cooperative agreement in 1975 for a planned launch in 1978 for a spacecraft over the Atlantic. A second spacecraft for the Pacific ocean area was planned for a concurrent launch.
